ظلت بلاد الأفغان مجزأه بين أكبر أمبراطوريتين أسيويتين هما المغول والدولة الصفوية لحقبة تزيد على قرنين من الزمان، وفي نهاية القرن الثامن عشر بدأ الضعف يظهر على الأمبراطوريتين المذكورتين، مما ساعد الأفغان على التحرك للتخلص من التبعية المغولية والصفوية، وخلال تلك الحقبة كانت القبائل الأفغانية التي تقطن جبال هندوكوش. تتمتع بنوع من الأستقلال الذاتي بعيداً عن المعارك والحروب التي وقعت في المناطق السهلية، وأدى ذلك إلى تكاثرها، ولم تعد الأرض القليلة في الجبال تساعد على البقاء، فأتجهوا نحو مناطق باكستان الشمالية الغربية ونحو حوض نهر الهلمند، وتنتمي أغلب تلك القبائل إلى البشتون، وبدأت بالبحث عن أستقلاليتها وهويتها الوطنية
