If we review the history of Mesopotamia in the Neolithic period specifically , the development witnessed in the nature of life and agricultural and social activities , the first regimes did not flourished in the northern cities , but in the southern cities . The reason may lie in the harsh nature of the country , and repeated flooding there in different times , causing devastation and distraction of settlements or plantations , as well as sandstorms or lack of rain . That must be , all efforts had to be unified and organized to overcome upon these environmental conditions , all this needs to have a good leader or hero man with special attributes to unite and organize all people , hence the emergence of the first regimes and the beginning of political thought had been began .
