This study addresses the shortage of school buildings in Iraq after 2003 as a complex structural problem resulting from the interplay of political, economic, administrative, and demographic factors. This has led to a widening gap between the number of students and the capacity of schools, resulting in the spread of double and triple shifts and overcrowding in classrooms, which has negatively affected the quality of education and the efficiency of its outcomes. The study also highlights the historical background of the Iraqi–Chinese agreement, the implementation stages of the Chinese school construction project, its geographical distribution, and its technical specifications as one of the international solutions aimed at addressing part of the infrastructure deficit in education. The project contributed to easing pressure on existing schools and improving the learning environment in several regions; however, it did not fully resolve the crisis due to continued population growth and weak comprehensive strategic planning. The study concludes that addressing the school infrastructure crisis requires an integrated national vision based on long-term planning, the development of educational management, and the expansion of international partnerships to ensure the sustainability of infrastructure and achieve equity in the distribution of educational services.
