During the monarchy, Iraq witnessed a growing focus on irrigation and flood control projects, recognizing their vital importance for agricultural stability and the well-being of the population. The Diyala River emerged as a crucial tributary of the Tigris, its basin suffering from fluctuating water levels and frequent agricultural flooding. In response, the Iraqi government initiated modern irrigation projects to mitigate these problems. Among the most prominent of these was the Diyala Fixed Dam project, a pioneering initiative in the history of water management in the country.
This research examines the Diyala Fixed Dam project (1928-1946) as one of the most important irrigation projects in Iraq during the monarchy. It explains the reasons for constructing the dam to address irrigation problems and regulate the Diyala River's water flow, which had impacted agricultural lands and the livelihoods of farmers. The research also discusses the technical problems that plagued the project with its inception, particularly the poor design and materials used, which led to cracks and collapses during the 1935 flood. Furthermore, it addresses the Iraqi government's efforts to rebuild the dam, the formation of technical committees to investigate the project's failures, and the development of new designs to address the issues. The research concludes that the Diyala Dam project represented a significant experiment in the development of modern irrigation projects in Iraq, despite the considerable engineering and administrative challenges it faced.
